The province of Utrecht consists of 26 municipalities. The province is the level of government that stands between 'The Hague' and the country's municipalities. Provinces perform tasks for which the State is too big and a municipality too small. Spatial planning is one of the fields in which the province wields far-reaching powers. If, for example, individual municipalities wish to expand, the province is tasked with supervising all relevant activities. The province must ensure that all municipal plans are synchronised in a way that reflects the future vision of the province of Utrecht.
The 12 provinces of the Netherlands face similar challenges. That is why information is exchanged on a regular basis during meetings held by the Association of Provincial Government (IPO).
